
We understand that following the recommendations of a task force set up by David Cameron that the Conservative government would introduce a system of Social Enterprise Zones. Within these Zones the Treasury would make a financial contribution in the form of a tax relief on qualifying investments made in social enterprises within each Zone.
The South West Community Foundations support the idea of creating Social Enterprise Zones, but query the criteria on which such Zones will be identified. The Manifesto supports the need for creating the equivalent of capital allowances, and or enhanced gift aid for philanthropic investments in areas designated as being of “special social need” and suggests that identification of those areas is done via the Targeted Support Fund (part of the “Real Help Now” recession action plan). The South West Community Foundations are keen to contribute to the identification of the correct criteria to create such Zones and request that the usual indices of deprivation are not the only criteria utilised during this process.
